数字化转型背景下档案数据治理能力的演进与展望

摘要: 数字化转型为档案数据治理提出了新的要求和方向，促进了档案数据治理能力的提升，使其不断适应数字 社会的发展和变革。文章围绕档案数据治理能力构成的四个方面：治理主体的协同能力、治理客体的数据能力、治理手 段的技术能力、治理过程的保障能力，重点阐释其从科层化、分散化、手工化、单一化向网络化、价值化、智能化、整体化 演进的发展历程，并提出相应的展望，为促进档案数据治理能力朝着以上四个方向不断深入发展提供思路和参考。

Abstract: Digital transformation has put forward new requirements and directions for archival data governance and promoted the improvement of archival data governance capacity to continuously adapt to the development and changes of the digital society. This article focuses on four aspects of archival data governance capacity: the collaborative capacity of the governance subject, the data capacity of the governance object, the technical capacity of the governance means, and the guarantee capacity of the governance process, and centers on explaining its evolution from the sectioned, decentralized, manual, and monolithic development to the networked, valued, intelligent, and holistic transformation. This article also puts forward the corresponding outlook to provide ideas and references for promoting the archival data governance capacity to develop continuously and deeply in the above-mentioned four directions.
