以档资政 ：国家综合档案馆智库服务的功能定位及其实现研究*

摘要: 国家各级综合档案馆作为各级党政机构公务文书的汇聚地，在利用档案资源开展智库服务方面具有先天优 势。从当前我国国家综合档案馆开展智库服务相关政策文本与实践案例分析入手，文章阐释了国家综合档案馆智库服 务的信息（知识）服务功能、数据采集储备功能、政策梳理与文本分析功能，并指出国家各级综合档案馆可从扩展档案数 据解读与分析的深度、构建国家综合档案馆开展智库服务的对外沟通渠道、结合智库评价指标对标对表优化智库服务等 三个方面实现综合档案馆智库服务功能。

Abstract: National comprehensive archives at all levels, as the gathering place of official documents of the CPC and government organs at all levels, have innate advantages in using archival resources to develop think tank services. Starting with the text analysis and practical examples of policies related to think tank services carried out by national comprehensive archives in China, this paper explains the information (knowledge) service data collection and reserve, policy interpretation and the analysis of think tank services of national comprehensive archives. It also points out that national comprehensive archives at all levels can realize the service function of national comprehensive archives’ think tanks from three aspects: promoting the services of national comprehensive archives’ think tanks by combining the evaluation index of the think tank with the standard and the table, expanding the depth of archival data interpretation and analysis, and building external communication channels for national comprehensive archives to carry out think tank services.
