档案工作整体智治框架构建与路径选择——基于“浙江样板”的思考

摘要: 档案工作整体智治是数字时代提升档案治理效能的新探索，对推动档案工作高质量发展、构建现代化治理 体系具有重要意义。文章通过对档案工作整体智治内涵的探讨，探析档案工作整体智治的现实动因，并基于浙江省档案 工作数字化改革成果的思考，构建了涵盖智治主体、智治保障、智治系统集成和应用场景的档案工作整体智治框架，从 智治思维、多元协同、技术赋能、保障体系和以点带面等方面提出了推进档案工作整体智治的实现路径。

Abstract: The holistic smart governance of archival work is a new exploration to improve the effectiveness of archival governance in the digital era, which is of great significance for promoting high-quality development of archival work and building a modernized governance system. Through the discussion of the connotation of the holistic smart governance of archival work, this paper analyzes the practical motivation of the holistic smart governance of archival work, and based on the thinking of the achievements of the digital reform of archival work in Zhejiang Province, develops the holistic smart governance framework of archival work that covers the subject of smart governance, the guarantee of smart governance, the integration of smart governance system and the application scenarios, and finally proposes the realization path for promoting the holistic smart governance of archives undertakings from the perspectives of intelligent governance thinking, multi-party coordination, technology empowerment, the safeguard system and the connection from different links to the overall network.
