健康数据跨境流动的模式、影响因素及我国的治理对策

摘要: 数据跨境流动是促进我国数字经济发展的重要环节，其中健康数据跨境流动是促进国际合作医疗信息共享、合作研究与创新的重要条件。［方法/过程］本文应用文献研究法和案例研究法，对健康数据跨境流动的内涵、模式和影响因素进行了分析，并提出了我国健康数据跨境流动的治理对策。［结果/结论］提出制定独立的健康数据出境政策、建立健康数据利用伦理委员会、加强健康数据分类分级的管理与流动、构建跨境健康数据伦理监管与安全监管协同机制的对策。

Abstract: [Purpose/Significance] Cross border data flow is an important link in promoting the development of China’s digital economy,among which cross-border health data flow is an important condition for promoting international cooperation in medical information sharing,collaborative research,and innovation.[Method/Process]This paper applies literature research and case study methods to analyze the connotation,pattern,and influencing factors of cross-border health data flow,and proposes governance strategies for cross-border health data flow in China.[Results/Conclusion]It Proposes measures to develop an independent health data transfer policy,establish an ethics committee for health data utilization,strengthen the management and flow of health data classification and grading,and establish a collaborative mechanism between ethics supervision and security supervision of health data cross border flow.
