《中华人民共和国档案法实施条例》视域下档案馆协同治理研究

摘要: [目的/意义]在全面推动建设档案治理体系背景下，档案馆协同治理成为新时代档案事业高质量发展的关键驱动力。[方法/过程]参照《中华人民共和国档案法实施条例》的内容，采用文本分析法和案例分析法，深入解读法律条款对档案馆协同治理主体、客体、方式和目标的规定，分析当前档案馆协同治理的实践，探讨其存在的不足，[结果/结论]并提出了《中华人民共和国档案法实施条例》视域下档案馆协同治理的推进策略，包括：促进协同治理主体多元化、明晰协同治理主体的权责、明晰协同治理主体的目标、打破协同治理客体的局限、完善协同治理方式与机制、推动协同治理技术的创新。

Abstract: [Purpose/significance]Under the content of comprehensively promoting the construction of archives management system, the collaborative management of archives has become the key driving force for the high-quality development of archives in the new era. [Method/process]With reference to the Regulations on the Implementation of the Archives Law of the People’s Republic of China, this paper uses text analysis and case analysis to deeply interpret the provisions of legal provisions on the subject, object, method and goal of archives’ collaborative governance, analyzes the current practice of archives’ collaborative governance, and discusses its shortcomings.[Results/conclusion]And put forward the promotion strategy of archives collaborative governance under the perspective of the Regulations on the Implementation of the Archives Law of the People’s Republic of China, including: promoting the diversification of collaborative governance subjects, clarifying the rights and responsibilities of collaborative governance subjects, clarifying the goal of the subject of collaborative governance, breaking the limitation of the object of collaborative governance, improving the method and mechanism of collaborative governance, and promoting the innovation of collaborative governance technology.
