基于战略规划文本的国外大学图书馆信息资源建设研究

摘要: 图书馆战略规划反映了图书馆的长远目标和发展方向。探究国外大学图书馆的战略规划并从中掌握全球信息资源建设趋势，对“十五五”时期的图书馆战略规划制定以及信息资源建设工作开展具有重要意义。研究选取88家国外大学图书馆的战略规划文本作为分析样本，以样本中有关信息资源建设的内容作为基本分析单元进行人工类目编码。研究发现，国外大学图书馆的信息资源建设趋势主要体现在：全流程信息资源建设、全面集成的多维度资源内容生态体系、数字化赋能资源服务、信息资源的开放共享和互联互通、创新资源统筹管理与保障。研究认为，国内大学图书馆可以从智慧化的需求导向信息资源建设全流程体系、丰富多元的学科化特色化信息资源内容体系、数字人文背景下的文化传承资源协同共建网络、共建共享互联互通的资源开放格局、夯实数字学术服务基础几个方面推动信息资源建设。

Abstract: The strategic planning of the library reflects the long-term goals and development direction of the library. It is of great significance to explore the strategic planning of foreign university libraries and grasp the trend of global information resource construction from them，which is of great significance for the formulation of library strategic planning and the construction of information resources during the 15th Five-Year Plan period. In this study，the strategic planning texts of 88 foreign university libraries were selected as the analysis samples，and the contents related to the construction of information resources in the samples were used as the basic analysis units for manual category coding. It is found that the trend of information resource construction in foreign university libraries is mainly reflected in the whole-process information resource construction，a fully integrated multi-dimensional resource content ecosystem，digitalempowerment resource services，open sharing and interconnection of information resources，and overall management and guarantee of innovative resources. It is believed that domestic university libraries can promote the construction of information resources from several aspects：intelligent demand-oriented information resource construction whole-process system，rich and diversified disciplinary and characteristic information resource content system，cultural inheritance resources in the context of digital humanities，collaborative and co-construction of cultural inheritance resources network，co-construction of shared and interconnected resource open pattern，and consolidation of digital academic service foundation.
