数字政府建设政策质量评价及执行效果影响因素

摘要: 建设数字政府已成为提升我国政府治理效能的重要途径，然而，在快速推进的过程中，如何科学评价数字政府建设政策设计质量，如何确保政策执行达到预期效果，成为函待解决的问题。本研究运用PMC指数模型构建省级数字政府建设政策评价框架，并对省域间数字政府建设政策文本进行了量化评价，在此基础上利用定性比较分析方法（OCA）进一步探寻省域数字政府建设政策质量与执行效果之间的因果逻辑关系。研究发现：我国省域数字政府建设政策的总体质量等级状况为良好，但为优秀等级的省份占比较少，政策质量有待进一步提高；数字政府建设政策质量是影响其执行效果的重要因素，但并非所有省份的政策质量与执行效果都呈正相关关系；政府开放性、财政资源、数据资源以及公众需求也会对数字政府建设政策执行效果具有重要影响：资源驱动型、制度-资源互补型以及综合发展型是数字政府建设获得高绩效的3条组态路径。

Abstract: The construction of digital government has become a key way to improve the governance efficiency of the government in China. However, in the process of rapid progress, how to evaluate the quality of policy design scientifically and how to ensure the implementation of policies to achieve the expected effect has become an urgent problem to be solved. In this study, the PMC index model is used to build a framework for the design and evaluation of provincial digital government construction policies, and quantitative evaluation of provincial inter-regional digital government construction policy texts is carried out. On this basis, qualitative comparative analysis method (QCA) is used to further explore the causal logic between the quality of provincial digital government construction policies and the implementation effect. The results show that the overall quality level of provincial digital government construction policies in China is good, but there are relatively few provinces with excellent grade, and the policy quality needs to be further improved. The policy quality of digital government construction is an important factor affecting its implementation effect, but not all provinces have a positive correlation between policy quality and implementation effect. Government openness, financial resources, data resources and public demand will also play an important role in the implementation of digital government construction policies. Resource-driven, institution-resource complementary and comprehensive development are the three configuration paths for digital government construction to achieve high performance.
