以“最小最大”和“有限无限”来展现中国智慧中国气派的执政文明新形态——关于中国共产党执政体系能力创新的经济学分析

摘要: 从遵循党的创新理论出发，执政文明新形态特指在中国共产党执政进程中，力求以最小资源消耗占用，来主动自觉地寻求最大执政责任的治国理政方式。人们所普遍享有的获得感、幸福感和安全感不断增长，正是这种新形态执政文明的重要标志和不可分割的内在组成部分。执政文明新形态需要理论方法的支持和技术保障。中国特色的执政文明新形态具有重要政治经济和社会舆论导向等重大意义。挖掘重大时代主题，围绕“最大最小”和“有限无限”执政文明新形态展开深入调研，促进成果转化，可以分解出系列化的问题清单或者对策建议，特别是要在深入领会习近平经济思想的前提下，关注重大时代主题，开动脑筋，独立思考，力求创新，为建言献策提供利国利民而又切实可行的合格答卷。

Abstract: Starting from adhering to the Party's innovation theory, in this paper, the new form of governance civilization specifically refers to the governance and administration approach of the Chinese Communist Party, which strives to actively and consciously seek maximum governance responsibility with minimal resource consumption. The widespread increase in people's sense of achievement, happiness, and security is precisely the important sign and inseparable internal component of this new form of governance civilization. The new form of governance civilization requires theoretical support and technological guarantees. Proposing the new form of governance civilization with Chinese characteristics has significant political, economic, social, and public opinion implications. By exploring major themes of the era and conducting in-depth research on the "Minimax" and "Finite-Infinite" forms of governance civilization, promoting the transformation of outcomes, and generating a series of problem lists or strategic recommendations can be achieved. Particularly important is to deeply understand Xi Jinping Economic Thought, focus on major themes of the era, brainstorm, think independently, strive for innovation, and provide practical and feasible suggestions for the benefit of the country and the people.
