增强区域规划实施支撑作用的研讨

摘要: 党的二十届三中全会明确提出：“强化国土空间规划基础作用，增强专项规划和区域规划实施支撑作用”。文章首先回顾了建国以来区域规划的演变历程，深入分析了区域规划在实践中面临的衔接难、与其他类型规划关系不清晰、编制内容表述不一致等问题；继而从顶层设计、核心抓手、协调机制、理论基础、保障体系5个方面剖析了区域规划实施支撑作用难以发挥的原因，并提出了区域规划应按照“问题导向”“目标导向”“理论导向”相结合的思路，明确其规划定位与改革要点，以更好地适应新时代的发展需求。

Abstract: The Third Plenary Session of the 20th CPC Central Committee clearly proposed:" Strengthening the basic role of territorial spatial planning,and enhancing the supporting role of special planning and regional planning implementation". This paper firstly reviewed the evolution of regional planning after the founding of the People's Republic of China,and deeply analyzed the problems faced by regional planning in practice,such as difficulty in cohesion,unclear relationship with other types of planning,and inconsistent expressions. Then it analyzed the reasons why it is difficult to play the supporting role of regional planning from five aspects: top-level design,core starting point,coordination mechanism,theoretical basis and guarantee system. It puts forward how regional planning should be based on the combination of "problem oriented","goal oriented" and "theory oriented", clarifies its planning positioning and reform points to better adapt to the development needs of the new era.
