“信息”何以成战?:美苏冷战与21世纪“混合战争”中演进的“信息战”

How does “information” become a war? : The evolution of “information warfare” in the US-Soviet Cold War and the “hybrid warfare” of the 21st century

摘要: 美苏冷战与21世纪“混合战争”中,“信息战”的运用是获得胜利的重要环节。 “信息战”的本质是在文明交往导致冲突的观点下,将受众意识视作可被操纵的目标,主要通过大众媒体传达有利于实现本国政策的信息。在数字技术不断革新的今天,信息战中对信息基础设施的打击及讲述一切有利于获得信息优势的话语同样重要,其中话语根据冲突激烈程度呈现出“脸谱化”策略,信息战双方在此框架下和平解决冲突的可能性进一步降低。

Abstract: In the Cold War and the "hybrid war" in the 21st century, the use of "information warfare" is an important part to achieve victory. The essence of "information warfare" is to regard the consciousness of the audience as a target that can be manipulated under the view that civilizational exchanges lead to conflicts, and mainly convey information that is conducive to the realization of national policies through mass media. In today's world where digital technology is constantly innovating, it is equally important to attack the information infrastructure and to tell all the discourses that are conducive to gaining information advantages in information warfare. Among them, the discourse presents a "facialization" strategy according to the intensity of the conflict. The possibility of both sides of the information war to peacefully resolve the conflict under this framework is further reduced.
