以“数”促“善”：地方政府数字化转型驱动慈善事业发展的机制研究——基于全国慈善基金会样本的经验证据

摘要: 数字技术的兴起赋予了新时期慈善事业发展的新动能，也增强了慈善组织的行动能力。既有研究较少从政府数字化建设的角度切入，探讨地方政府治理方式变革与本地慈善组织行动、慈善事业发展之间的关系。本文选取全国慈善基金会为样本数据，基于2012-2022年期间的年度面板数据，实证检验了地方政府数字化转型对地区慈善事业发展的影响。研究发现：地方政府数字化转型有助于推动地区慈善事业发展，具体表现为显著提高了慈善基金会的公益支出比例，且这一效应在经过一系列检验后仍保持稳健。基于信息论的机制分析结果显示，政府数字化转型通过信息开放效应、信息汲取效应、信息沟通效应三条机制促进慈善基金会公益支出比例的提升。此外，本文还发现地方政府数字化转型的效应在地理位置层面、社会环境层面、政府行动层面均存在不同程度的异质性。本文研究结论为进一步推动地方政府加快数字化建设，释放公益数据潜能，引导慈善组织主动融入共同富裕进程提供了政策启示。

Abstract: The rise of digital technology has given new impetus to the development of charities in the new era, and has also enhanced the capabilities of charitable organizations. There are relatively few studies that explore the relationship between the transformation of local government governance and the actions of local charitable organizations and the development of charities from the perspective of government`s digital construction. This research selects national charitable foundations as sample data and empirically tests the impact of local government digital transformation on the development of regional charities based on annual panel data from 2012 to 2022. Research has found that the digital transformation of local governments can help promote the development of regional charity, manifested in a significant increase in the proportion of public welfare expenditures by charitable foundations, and this effect remains robust after a series of robustness tests. The mechanism analysis based on information theory shows that the digital transformation of the government promotes the increase of the proportion of charitable foundation public welfare expenditure through three mechanisms: information openness effect, information absorption effect, and information communication effect. In addition, this article also found that the effects of digital transformation of local governments exhibit varying degrees of heterogeneity at the geographic location level, social environment level, and government action level. The research conclusion provides policy insights for further promoting local governments to accelerate digital construction, unleash the potential of public welfare data, and guide charitable organizations to actively integrate into the process of common prosperity.
