面向农食系统碳减排的耕地空间格局优化

Optimization of Farmland Spatial Pattern for Carbon Emission Reduction?in the Agriculture and Food System

摘要: 耕地系统承载着农食系统的土地利用及其生产阶段,创新耕地空间格局优化路径对实现农食系统的碳减排以及协调好粮食安全与气候变化减缓的关系至关重要。文章通过构建气候—耕地—农食系统耦合的碳效应分析框架,厘清了耕地利用与农食系统碳减排的关系以及“气候—耕地—农食”系统的时空耦合协同机理,探索了气候变化背景下以农食系统降碳增汇为目标的耕地空间格局优化路径。结果表明:①“大食物观”背景下的耕地保护转型不仅增加了国土空间对于农食系统支撑的需求,同时也加剧了农食系统应对气候变化的减排压力。②不同尺度耕地空间的规模、结构、功能和布局优化可以从宏观总量和红线管控、中观“两区”划定和后备资源利用以及微观国土整治与“两平衡”方面实现食物系统碳减排。最后,据此提出了加强高生产潜力、低碳生产空间的耕地利用,优化饲养空间布局、建立区域和城市可持续食物系统保障体系,优化耕地空间格局、增强固碳增汇潜力,及以耕地占补平衡和格局优化增强区域内农食系统供需平衡的政策建议。

Abstract: The farmland system plays a critical role in the land use and production stage of the agri-food system. Innovating strategies to optimize the farmland spatial patterns is essential for achieving the carbon emission reduction of the agri-food system and coordinating the relationship between food security and climate change mitigation. This study establishes an analytical framework of the carbon effects of coupling system among climate,farmland,agriculture and food,clarifies the relationship between farmland use and carbon emission reduction of the agriculture and food system,and explores the optimal path of farmland spatial pattern with the goal of carbon emission reduction and carbon sink enhancement of the agriculture and food system in the context of climate change. The results show that: 1) The transformation of farmland protection under the "Big Food Concept" not only increases the demand for land resources to support the agriculture and food system,but also intensifies the pressure on the agriculture and food system to reduce emissions in response to climate change. 2) Optimizing the scale,structure,function,and distribution of farmland at different scales can contribute to carbon reduction in the agriculture and food system through various approaches,including macro-level control of overall land use and red line, medium-level delineation of key functional zones and utilization of reserve resources,and micro-level land management and the "dual balance" approach. Based on these findings,this paper proposes several policy recommendations: strengthening the use of farmland with high production potential and low carbon output,optimizing the spatial distribution of grazing land,establishing regional and urban sustainable food system support frameworks,enhancing carbon sequestration potential through optimized farmland spatial patterns,and optimizing the spatial pattern of cultivated land,enhancing the potential of carbon sequestration and sink enhancement,improving the balance of supply and demand of agricultural and food system,keeping the requisition-compensation balance of farmland.
