面向碳中和的中国国土空间优化与减排增汇实践路径

Territorial Space Optimization and Pathways for Carbon Emission Reduction and Carbon Sink Enhancement in China Towards Carbon Neutrality

摘要: 在碳中和目标被纳入到生态文明建设的大背景下,国土空间优化成为助力碳中和目标实现的重要手段。文章在分析国土空间碳中和概念内涵和研究进展基础上,构建了碳中和目标下国土空间优化的理论框架,剖析了国土空间优化与碳中和目标的逻辑关系,提出了面向碳中和的国土空间优化路径。结果表明:①国土空间碳中和行动涉及所有自然资源的利用管理,在对生态系统保护的同时,重在对经济系统和社会系统的约束和优化。当前国土空间碳排放远远高于碳汇,实现碳中和目标时间紧迫且任务艰巨。②国土空间优化通过保障各类空间规模合理、结构有序、集约高效,进而优化社会、经济、生态复合系统的运行状态,与碳中和目标联系紧密,并被赋予了相应的减排增汇任务。③在生态文明建设、新型城镇化、乡村振兴的国家宏观战略下,国土空间的规模、结构和强度优化可以实现碳排碳汇的总量、布局、效率控制,既满足于生产生活的需要又具有显著的减排增汇效应。④在明晰国土空间优化减排增汇机理的基础上,提出构建低碳国土空间规划行动途径、面向碳中和的国土空间格局、国土空间优化的调控机制,搭建面向碳中和的国土空间优化路径。研究为面向碳中和目标的国土空间优化提供了理论研究视角和实践参考。

Abstract: In the context of integrating carbon neutrality target into the construction of ecological civilization,territorial space optimization has become an important means to help achieve the carbon neutrality. This paper establishes a theoretical framework for the territorial space optimization under the goal of carbon neutrality based on the analysis of the concept and research progress of carbon neutrality in territorial space. It analyzes logical relationship between territorial space optimization and carbon neutrality,and proposes paths to reduce carbon emission and enhance carbon sink in territorial space. The results show that: 1) The action of carbon neutrality in territorial space involves the management and utilization of all natural resources. While protecting ecological system,carbon neutrality in territorial space also requires constraining and optimizing economic and social systems. Currently,China's territorial spatial carbon emission are much higher than carbon sink,and the time to achieve the goal of carbon neutrality is urgent and arduous. 2) Territorial space optimization is carried out by guaranteeing the reasonable scale,orderly structure,and intensive efficiency of all kinds of space,thus optimizing the operation of the social,economic,and ecological systems. Territorial space optimization is closely linked to the carbon neutrality target and is given the task of reducing carbon emission and enhancing carbon sink. 3) Under the national macro strategies of ecological civilization construction,new-type urbanization and rural revitalization,territorial space optimization needs to promote the low-carbon development of the whole national territorial space,and meets the needs of production and living. The optimization of the scale,structure and intensity of the national territorial space can realize the total control,layout control and efficiency control of carbon emission and carbon sink. 4) Based on a comprehensive understanding of the mechanisms for optimizing territorial space to reduce emissions and enhance carbon sequestration,this paper proposes pathways for establishing low-carbon territorial space planning,crafting territorial space pattern geared towards carbon neutrality,and implementing regulatory mechanisms for territorial space optimization,all aimed at achieving carbon-neutral territorial space optimization. The research results provide a theoretical research perspective and practical reference.
