摘要: 科学数据与科研档案关系紧密,均为科研信息资源的重要组成部分,推动两者协同管 理对国家创新发展有着不可或缺的支撑作用。文章阐释了科学数据与科研档案协同管理的价值, 引入SFIC协同治理模型并对其适配性进行了说明。同时,基于SFIC模型,从起始条件、催化领导、 制度设计以及协同过程四个要素分析了当前科学数据与科研档案协同管理所面临的困境。提出了 夯实起始条件、强化领导、制定相关制度和打破协同壁垒等实现协同管理的具体路径,以期推动科 学数据与科研档案协同管理的高效运转。
Abstract: Scientific data and research archives are closely related and are important components of scientific research information resources. Promoting their collaborative management plays an indispensable supporting role in national innovation and development. It explained the value of collaborative management between scientific data and research archives, introduced the SFIC collaborative governance model, and explained its adaptability. At the same time, based on the SFIC model, the difficulties faced by the current collaborative management of scientific data and research archives were analyzed from four elements: starting conditions, facilitative leadership, institutional design, and collaborative process. Specific paths have been proposed to achieve collaborative management, including consolidating initial conditions, strengthening government leadership, formulating relevant systems, and breaking down collaborative barriers, in order to promote the efficient operation of collaborative management of scientific data and research archives.
