民族地区的绿色低碳转型与中华民族共同体建设 ——空间分异与互补发展

摘要: 作为我国绿色低碳转型的引领,双碳工作已从中央到地方得以积极而稳妥的推进,双碳目标的实现亟需不同地区之间发挥各自优势、互补协同。其中,绿色低碳转型要素供需的空间分异从客观上促进了不同地区、不同民族之间的交往交流交融,增强了民族凝聚力。本文基于大陆31个省区的经济发展水平、碳排放综合规模、碳脱钩水平、绿色低碳潜力等特征的空间分异,以及民族地区的生态功能定位和中长期碳排放情景预测,以清洁能源为介质,讨论了民族地区以及其他地区之间在绿色低碳转型中的互补发展需求和可能路径。认为,只有全国一盘棋框架下,推动东中西部不同地区之间的要素对流、合作共赢,才能有效实现绿色低碳转型,构建人与自然和谐共生的美丽家园,为铸牢中华民族共同体意识提供更加富裕物质基础的同时,锻造中华民族共同体更为坚实的精神纽带。

Abstract: Abstract: As the leading force of China’s green and low-carbon transformation, the work on carbon peaking and carbon neutrality has been actively and steadily promoted from the central level to local levels. To achieve the goals of carbon peaking and carbon neutrality, it is of great necessities for different regions to leverage their respective advantages, each excelling in its own way and collaborating in a complementary manner. Among them, the spatial differentiation in the supply and demand of elements for green and low-carbon transformation objectively promotes exchanges and interactions among different regions and ethnic groups, and can generate spillover effects that enhance ethnic cohesion. Therefore, it has become a practical path and a solid bond for the construction of the Chinese Nation Community.
Based on the spatial differentiation of characteristics such as the intensity of economic and social development, the comprehensive scale of carbon emissions, the level of carbon decoupling, and the potential for green and low-carbon contributions in 31 provincial-level regions on the Chinese mainland, as well as the ecological function positioning of ethnic minority areas and the medium- and long-term carbon emission scenario forecasts, this article takes clean energy as the medium and discusses the complementary development needs and possible paths among ethnic minority areas and other regions in the process of green and low-carbon transformation. It is believed that China’s green and low-carbon transformation should promote the convection of elements among different regions in the eastern, central, and western parts, give play to the bonding role of clean energy, continuously enhance ethnic cohesion while undergoing green and low-carbon transformation, and build a beautiful homeland for the Chinese Nation Community where humans and nature coexist in harmony.
