地方体育公共服务的政策工具差异及治理逻辑—基于216个城市《全民健身实施计划（2021-2025年）》的内容分析

摘要: 体育公共服务政策在不同地区之间呈现出差异化特征。为详细揭示地方体育公共服务供给的工具选择、典型策略和治理逻辑，研究基于“政策工具-政策面向”分析框架，对216个城市的《全民健身实施计划（2021-2025年）》进行内容分析。根据地方政府在政策工具选取和政策面向聚焦上的差异性，归纳出地方体育公共服务治理四种典型策略：双轴推动型、均衡探索型、行动规范型和基础控制型，并对四种类型的特征、优势、不足等进行对比。四种典型策略的差异既体现了地方政府在目标设定、资源配置、路径选择等方面的偏好，也折射出其对体育公共服务治理逻辑的不同理解。基于此，提炼出地方体育公共服务治理逻辑的三个关键要素：行政推动、多元协同和公共参与。地方政府对三个关键内涵把握与建设着力点的不同，影响着治理过程中目标、理念和路径等方面，由此形塑了地方政府体育公共服务的行动选择。研究详细揭示了地方体育公共服务的典型策略与治理逻辑，为在建设体育强国的背景下，进一步推动更高水平的体育公共服务体系的构建，促进各地体育公共服务均衡充分发展提供了参考。

Abstract: Sports public service policies are characterized by differences across regions. In order to reveal in detail the choice of tools, typical strategies and governance logic of local sports public service provision, the study analyses the National Fitness Implementation Plan (2021-2025) of 216 cities based on the ‘policy tool-policy oriented’ analytical framework and using the content analysis method. Based on the differences in the selection of policy tools and the focus of policy orientation of local governments, four typical strategies of local sports public service governance are summarized: two-axis promotion, balanced exploration, action regulation and basic control, and the characteristics, advantages and shortcomings of the four types are compared. The differences among the four typical strategies not only reflect the preferences of local governments in goal setting, resource allocation, and path selection, but also reflect their different understandings of the logic of sports public service governance. Based on this, three key elements of the logic of local sports public service governance are extracted: administrative promotion, multi-subject coordination and public participation. The differences in local governments’ understanding of the three key elements and their focus on building them affect the goals, concepts and paths of the governance process, thus shaping the local governments’ choices of action in sports public service. The study reveals in detail the typical strategies and governance logic of local sports public service, and provides a reference for further promoting the construction of a higher level of sports public service system and the balanced and full development of local sports public service in the context of building a leading sporting nation.
