新发展格局下民营经济发展壮大的契机、困境与实现路径研究

摘要: 新发展格局下，党和国家始终支持民营经济高质量发展，通过回应民企关切、强化法治保障、优化竞争环境、坚持综合施策等一系列举措，为民营经济发展壮大提供新契机。支持民营经济发展壮大政策的持续完善，既有利于完善市场经济体制，打造法治化营商环境，又有利于恢复企业信心、保护企业的权益。如果要达成高质量发展的目标，满足民营企业长期发展需求，就要解决转型成本高、创新能力不足的内部问题与政策实施环境不佳、贸易壁垒频出的外部环境压力。据此，本文提出更新经营战略目标、做精做强主业、完备管理制度、数字化赋能转型，优化涉企政策环境、提升外贸综合竞争力策略建议，促进民营经济发展壮大。

Abstract: Under the new development paradigm, the Party and the government have consistently supported the highquality development of the private economy. Through a series of measures such as addressing the concerns of private enterprises, strengthening legal protections, optimizing the competitive environment, and implementing comprehensive policies, new opportunities have been created for the growth of the private economy. The continuous improvement of policies supporting the development of the private economy not only helps to refine the market economy system and foster a rule-of-law business environment but also aids in restoring business confidence and protecting enterprise rights. To achieve the goal of high-quality development and meet the long-term development needs of private enterprises, it is essential to address internal challenges such as high transformation costs and insufficient innovation capabilities, as well as external pressures like unfavorable policy implementation environments and frequent trade barriers. Accordingly, this paper proposes strategies including updating business strategic goals, focusing on core competencies, refining management systems, empowering transformation through digitalization, optimizing enterprise-related policy environments, and enhancing comprehensive competitiveness in foreign trade to promote the growth and strengthening of the private economy.
