档案工作团体标准的现状分析与发展研究

摘要: 团体标准是对国家标准、行业标准、地方标准的有效补充，加强团体标准供给是构建 我国新型档案工作标准体系的重要内容。文章从国家层面和档案事业层面对相关法规政策进行分 析，发现档案工作团体标准具备良好的发展环境和政策支持，并从发布数量、发布主体、主题分布三 个方面揭示了档案工作团体标准的建设现状，发现当前存在机构缺位、标准专业性和权威性不足， 标准缺失、高质量标准供给不足等问题。基于此，文章从加强档案工作团体标准制度体系建设、发 挥档案学会引领作用、扩展团体标准覆盖面、完善标准评价体系、强化宣传推广、促进交流与合作六 个方面提出了档案工作团体标准的发展建议。

Abstract: The group standard is an effective supplement to the national standard, the industry standard and the local standard, and it is also an important content to construct the new archival standard system. This paper analyzes the related laws and policies from the national level and the archival cause level, and finds that the archival work group standard has a good development environment and policy support. This paper reveals the present situation of the group standard for archival work from the following three aspects: the number of publications, the subjects of publications and the distribution of themes. It is found that there are some problems such as lack of organization, lack of professional and authoritative standards, lack of standards and insufficient supply of high quality standards. Based on this, the paper puts forward some suggestions on the development of archival work group standard.
