论我国档案工作标准的需求与供给

摘要: 需求与供给是档案工作标准化的基本矛盾。文章基于档案工作标准建设相关的法规、 政策，应用扎根理论方法分析提炼出当前我国档案工作的标准需求，并形成由8项基本大类及子类 构成的需求框架。然而，现有我国档案工作标准并不能满足档案工作环境的多方面需求，即供给与 需求间存在匹配困境，具体表现为标准供给的覆盖不全面、质量参差不齐、缺乏系统性和参与度不 够。因此，亟须以需求分析为目标导向、完善标准化工作机制、构建档案工作标准体系、拓宽多元主 体参与标准化工作渠道、增进档案工作标准交流合作，从而实现档案工作标准的高质量供给，更好 地满足档案工作的现实需要。

Abstract: Demand and supply are the basic contradiction in the standardization of archival undertakings. Based on laws, regulations, and policies related to the development of archival standards, this paper applies grounded theory method to analyze the current standard demand, forming a framework comprised of eight major categories and sub-categories. However, the existing archival standards fail to meet the multifaceted needs of archival undertakings. Existing problems in supply-and-demand matching include incomplete coverage, uneven quality, lack of systematization, and insufficient participation. Therefore, it is imperative to adopt a demand-analysis-oriented approach, improve the mechanism of standardization, establish a comprehensive archival standard system, broaden the channels for multiple participation, and strengthen the communication and cooperation in archival standards. These steps aim to enhance the quality and efficiency of standard supply and better meet the practical needs.
