教育强国战略下不同类型高校图书馆资源建设的挑战与差异化协同发展路径探究

Exploration of the Challenges and Differentiated Collaborative Development Paths of Library Resource Construction in Different Types of Universities under the Strategy of Building a Leading Country in Education

摘要: [目的/意义]针对《教育强国建设规划纲要(2024—2035)》提出的分类推进高校改革发展要求,破解研究型、应用型与技能型高校图书馆资源重复建设、服务同质化等问题,探索差异化协同路径,支撑“基础研究-技术转化-技能应用”全流程知识服务,积极响应教育强国战略。[方法/过程]通过文献调研、案例分析以及对比研究,系统剖析上述三类高校图书馆在文献资源结构、技术适配性、服务定位及政策协同等多维度面临的挑战,明确差异化协同发展需求与重点。[结果/结论]从资源、技术和政策等三个方面提出差异化协同发展策略:构建资源差异化布局与互补共享机制,提升资源整体配置效率;推动智慧化转型与跨平台互通,强化资源精准服务能力;加强政策协同与生态共建,优化资源管理机制。促进图书馆资源建设与教育、科技、人才发展深度融合,为知识服务体系优化提供理论与实践支撑,助力教育强国目标的实现。

Abstract: [Purpose/Significance] In response to the requirements of promoting the reform and development of universities in a classified manner proposed in the Outline of the Plan for Becoming a Leading Country in Education (2024—2035), this paper aims to solve the problems such as the duplicate construction of library resources and the homogenization of services in research-oriented, application-oriented, and skill-oriented university libraries. It explores differentiated collaborative paths to support the full-process knowledge service of "basic research - technology transformation - skill application" and actively respond to the strategy of building a leading country in education. [Methods/Process] Through literature research, case analysis, and comparative study, this paper systematically analyzes the challenges faced by the libraries of the above three types of universities in multiple dimensions such as the structure of documentary resources, technical adaptability, service positioning, and policy coordination, and clarifies the needs and key points of differentiated collaborative development. [Results/Conclusions] This paper proposes differentiated collaborative development strategies from three aspects: resources, technology, and policies. It is necessary to construct a mechanism for differentiated resource layout and complementary sharing to improve the overall efficiency of resource allocation; promote the intelligent transformation and cross-platform interoperability to strengthen the ability of precise resource services; and strengthen policy coordination and ecological co-construction to optimize the resource management mechanism. By doing so, it can promote the deep integration of library resource construction with the development of education, science and technology, and talents, provide theoretical and practical support for the optimization of the knowledge service system, and contribute to the realization of the goal of building a leading country in education.
