Research Methods and Evaluation System Framework of Library Reading Promotion: Theoretical and Practical Exploration
摘要: 【目的/意义】《普通高等学校图书馆规程》规定,图书馆应该有效开展业务评估工作,通过相关的管理和技术手段不断提高办馆效益与水平,为了补充和完善图书馆阅读推广效果的评估手段和理论研发机制,为基层阅读推广人深入到推广效果、参与意愿等的精准测量层面进行推广和评估,科学有效提高阅读推广的质量和效能,吸纳读者反馈、建立有效评估体系,助力中国式现代化图书馆全民阅读推广事业的高质量发展。【方法/过程】通过对传统图书馆学新兴分支学科——图书馆阅读推广学研究方法的理论与实践的探索,即对比法、比照法、调查研究法、案例研究法、统计分析法、理论移植法与范并思提出的五种图书馆阅读推广的基本原则与层级目标进行比较分析,在此基础上进一步细化构建了推广学十大评估体系。【结果/结论】为高质量实现全民阅读推广的标准化、精细化、专业化程度,有效建立科学、全面的评估体系和阅读推广服务法,并且明确各评估体系的层级和实现步骤,从低到高分别是全民阅读推广服务体系、指标体系、研究中心、培训体系、跨学科科研创新、智库建设、状况调查、书香校园、立法研究、工作情况纳入目标管理与考核体系。
Abstract: [Purpose/Significance] According to the Regulations of Libraries of Ordinary Institutions of Higher Learning, libraries should effectively carry out business evaluation, and constantly improve the efficiency and level of library operation through relevant management and technical means. In order to supplement and improve the evaluation means and theoretical research and development mechanism of the library's reading promotion effect, promote and evaluate the grassroots reading promoters at the precise measurement level of promotion effect, participation willingness, etc., scientifically and effectively improve the quality and efficiency of reading promotion, absorb reader feedback, establish an effective evaluation system, and help the high-quality development of the Chinese path to modernization library's reading promotion cause for all. [Method/Process] Through the exploration of the theoretical and practical research methods of the emerging branch of traditional library science - library reading promotion, namely comparative method, comparative method, survey research method, case study method, statistical analysis method, theoretical transplantation method, and the five basic principles and hierarchical goals of library reading promotion proposed by Fan Bingsi, a comparative analysis was conducted. Based on this, the ten evaluation systems of promotion were further refined and constructed. [Result/Conclusion]In order to achieve standardization, refinement, and specialization in promoting reading for all with high quality, a scientific and comprehensive evaluation system and reading promotion service method should be effectively established, and the hierarchy and implementation steps of each evaluation system should be clarified. From low to high, they are the national reading promotion service system, indicator system, research center, training system, interdisciplinary scientific research and innovation, think tank construction, status survey, bookish campus, legislative research, and work situation included in the target management and assessment system.
