再论新质生产力与新型生产关系——新发展理念视角下的新解构

摘要: 作为新发展理念指导下成长起来的的先进生产力，新质生产力是一种内含创新生产力、协调生产力、绿色生产力、开放生产力和共享生产力的合力。生产力与生产关系、经济基础与上层建筑之间的矛盾在运动中不断调适，才能推动经济社会持续健康发展。这一基本规律要求调整传统生产关系，形成与“五维”新质生产力相适配的新型生产关系系统。例如，“公核多荣”、“协同共享”的新型所有制关系，“弹性共生”、“和谐正义”的新型劳动关系，“多元差异”、“公平普惠”的新型分配关系，“全域多维”的新型交换关系以及“绿色高质”的新型消费关系。塑造新型生产关系系统要靠全面深化改革，应要沿着“制度—体制—机制”的实践逻辑循序展开，努力促成包括生产关系、上层建筑在内的复杂社会关系系统由“被动适应新质生产力”向“主动引领新质生产力发展”转变的制度环境。

Abstract: As an advanced productive force that grows up under the guidance of the new development concept, the new quality productive force is a combination of innovative productive force, coordinated productive force, green productive force, open productive force and shared productive force. The contradictions between the productive forces and the relations of production, the economic base and the superstructure can be constantly adjusted in the movement to promote the sustainable and healthy development of the economy and society. This basic law requires the adjustment of traditional production relations and the formation of a new type of production relations system compatible with the "five dimensions" of new quality productivity. For example, the new ownership relationship of "public core, multi-honor" and "collaborative sharing", the new labor relationship of "elastic symbiosis" and "harmony and justice", the new distribution relationship of "multiple differences" and "fairness and mutual benefit", the new exchange relationship of "all-dimensional" and the new consumption relationship of "green and high-quality". Shaping a new type of production relations system depends on comprehensively deepening the reform, and should be carried out step by step along the practical logic of "system - system - mechanism", and strive to promote the transformation of the complex social relations system including production relations and superstructure from "passively adapting to the new quality productive forces" to "actively leading the development of new quality productive forces".
