关于《“十五五”全国档案 事业发展规划》编制要点的思考——基于多维政策文本的分析

摘要: “十五五” 时期对我国档案事业发展具有重要意义，科学编制该时期的全国档案事业发 展规划至关重要。文章基于党中央和国务院 “五年规划”编制政策、省级区域档案 “十四五” 规划 及相关行业 “十五五” 预研成果，进行多维度政策文本分析，为《“十五五” 全国档案事业发展规划》 编制提供参考。研究发现，不同维度政策在指导思想、规划制定原则与过程、实施和保障措施方面 存在共性，在发展目标与任务上有差异。为此，规划编制应树立系统思维，全周期谋划；科学谋划 内容，确保内容的科学性与方法的多样性；兼顾发展差异，确保规划内容延续性与阶段性统一。

Abstract: The 15th Five-Year Plan period is of great significance to the development of archival undertakings in China, and it is crucial to scientifically formulate the national archival development plan for this period. This article is based on the formulation policy of the five-year plans by the Central Committee of the Communist Party of China and the State Council, the 14th Five-Year Plan for provincial and regional archives, and the expected results of the 15th Five-Year Plan for related industries. Through multidimensional policy text analysis, it provides reference for the formulation of the 15th Five-Year Plan for the development of the archival undertakings in China. Research has found that policies from different dimensions have something in common in guiding ideology, planning principles and processes, implementation and safeguard measures, but differ in development goals and tasks. Therefore, the development plan should establish a systematic thinking and a planning that lasts throughout the entire cycle. The plan’s content should be reasonable and scientific and it should be ensured that the content includes diverse methods. The differences in development should also be taken into account, ensuring the unity of the continuity of the plan content and its staged process.
