强化“十五五”时期档案文化赋能：以供给侧数字化改革推动档案文化资源转化为生产要素

摘要: 为强化档案文化赋能强国建设，以供给侧数字化改革推动档案文化存量资源转化为生 产要素，应是“十五五”时期推动档案事业发展质量跃升新台阶的重要着力点。推进档案文化创新 应确立四项基本原则：一是人民至上，坚持以人民为中心，尊重人民主体地位；二是双擎驱动，强化 科技创新赋能，坚持文化创意引领 ；三是跨界融合，打通领域业态边界，推进场景融合创新 ；四是分 步实施，优先重点领域探索，有序推进整体布局。落实四大重点任务：一是坚持深化改革，推进档 案工作数字化转型体制机制改革；二是加强顶层设计，规划档案文化大数据体系建设；三是夯实基 础支撑，完善档案文化建设数字化转型基础；四是强化文化赋能，激活档案文化数据要素潜能。

Abstract: To enhance archival culture’s role in national development, the digitization of the supply side aimed to transform archival cultural resources into productive factors should be a key focus of the development of archival undertakings during the 15th Five-Year Plan period. Four key principles should be upheld for archival cultural innovation: prioritizing a people-centered approach; advancing technology and cultural creativity; breaking industry barriers for innovation; prioritizing key areas before scaling up. Four key tasks should be implemented: promoting institutional and mechanism reforms for the digital transformation of archival undertakings; planing the development of the archival culture big data system; improving the infrastructure for the digital development of archival culture; activating the potential of archival culture data factors.
