我国海外离散档案数字化回归研究

摘要: 近代以来，中国大批历史档案流失海外，过往实践显示出离散档案的实体回归难度较 大，在新的时代条件下必须为离散档案回归探索新的数字化路径。文章根据习近平文化思想中的 “数字化回归”理念，从文化传承视角出发，通过历史回顾和困境剖析，结合卡塔尔数字图书馆“数 字遣返”计划和“汉典重光”数字化平台的建设案例，阐述归纳出离散档案数字化回归的文化传承 价值、协同合作趋向和技术支撑需求，并立足新的文化使命，从坚定文化自信、秉持开放包容、坚持 守正创新三个维度提出了离散档案数字化回归的未来策略导向。

Abstract: Since modern times, a significant number of Chinese archives have been dispersed overseas. Past practical experience shows that it is difficult for these archives to be physically returned. In light of the new era, it is imperative to explore a new digital path for the return of displaced archives. Based on the concept of "Digital Return" in Xi Jinping Thought on Culture, starting from the perspective of cultural inheritance, this paper expounds and summarizes the cultural value, collaborative trends, and technical support needs of the digital return of displaced archives through historical review and analysis of difficulties, combined with the cases of the "Digital Repatriation" plan of Qatar Digital Library and the development of the “Han Dian Chong Guang" digital platform (an online platform that collects classic Chinese ancient documents and other related materials). Focusing on the new cultural mission, this paper puts forward the future strategic orientation of the digital return of displaced archives from three dimensions: strengthening cultural confidence, upholding openness and inclusiveness, and innovating on the basis of what has worked in the past.
