展望“十五五”：档案事业改革创新三题小议

摘要: 党的二十届三中全会精神为档案事业“十五五”规划提供了坐标参考。文章从经济改 革、科技创新、人才教育三个向度专题分析档案事业“十五五”时期发展新方向。其中，经济向度创 新包括档案资源要素化、档案产业发展和档案工作团体标准建设；科技向度创新包括档案科技管理 体制创新和档案工作与技术创新双向融合；人才教育向度创新包括档案学科联盟建设、档案人才教 育“十五五”专项规划制定与实施，以及打造档案人才培育实体空间。

Abstract: The spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China provides a reference for the 15th Five-Year Plan of archival undertakings. The plenary session focused on economic reform and scientific and technological innovation, and new strategic arrangements were made for comprehensively deepening reform. According to the requirements of the plenary session, the new direction of the development of archives during the 15th Five-Year Plan period was analyzed from the three dimensions of economic reform, scientific and technological innovation, and education of talent. Among them, economic innovation includes the transformation of archival resources into factors, the development of archival industry and the development of archival work group standards. The innovation of science and technology includes the innovation of the management system of archival science and technology as well as the two-way integration of archival undertakings and technological innovation. The innovation in education of talent includes the development of archival discipline alliance, the formulation and implementation of the 15th Five-Year Plan for archival talent cultivation and the creation of a physical space for archival talent education.
