我国可信数据空间建设的发展现状、经验借鉴与未来发展探究

摘要: [目的/意义]可信数据空间作为现代数据治理和数字经济发展的核心基础设施，其战略价值日益凸显，我国正处于可信数据空间的建设初期，亟待为其未来发展探求具体路径。[方法/过程]本文从建设模式和核心内容的二重维度，系统分析了国际可信数据空间建设的前沿实践，重点探讨了信任机制构建、基础设施优化以及数据标准化与互操作性提升等关键举措。[结果/结论]研究表明，我国可信数据空间建设应着力推进以下战略路径：首先，建立数据空间协同领域与竞争领域的差异化治理框架，分阶段推进统一数据空间建设；其次，形成“政府主导-多元协同”的数据空间建设格局，提升数据空间建设能力；再次，完善数据基础服务体系，提升数据共享与应用效能；最后，深化国际合作，探索建立跨境可信数据空间治理范式，推动我国数字经济深度融入全球数据治理体系。这些举措将为我国数字经济的创新发展提供坚实支撑，助力实现数据要素的高效配置与价值转化。

Abstract: [Purpose/significance] Trusted data spaces, as core infrastructure for modern data governance and digital economic development, are demonstrating increasingly prominent strategic value. Currently in the early stages of constructing trusted data spaces, China urgently needs to explore concrete pathways for their future development. [Method/process] This paper systematically analyzes cutting-edge international practices in trusted data space construction from dual dimensions of development models and core components, with particular focus on key initiatives such as trust mechanism establishment, infrastructure optimization, and enhancement of data standardization and interoperability. [Result/conclusion] The research indicates that China's trusted data space construction should focus on advancing the following strategic pathways: Firstly, establish differentiated governance frameworks for collaborative and competitive domains in data spaces, progressively advancing unified data space construction in phases. Secondly, form a “government-led, multi-stakeholder collaborative”e data space development pattern to enhance construction capabilities. Thirdly, improve fundamental data service systems to elevate data sharing and application efficiency. Finally, deepen international cooperation to explore cross-border trusted data space governance paradigms, facilitating China's deeper integration into the global data governance system. These measures will provide robust support for the innovative development of China's digital economy, facilitating efficient allocation and value realization of data elements.
