政府购买图书馆服务第三方评估的发展现状与前瞻

摘要: [目的/意义] 通过对政府购买图书馆服务第三方评估的现状及策略分析，推动第三方评估的高质量发展，保障政府购买预期目标的顺利实现。［方法/过程］首先，梳理各级党委政府出台的一系列促进第三方评估发展的政策文件，以及第三方评估的实践历程；随后，分析第三方评估的各类评估模式，总结出第三方评估的实践特征，包括评估对象主要是县区级图书馆和公共阅读空间、评估机构大多是社会组织和专家学者，评估环节基本是结果评估等。［结果/结论］第三方评估整体尚处于发展探索阶段，其高质量发展需要政府和社会进一步强化评估经费的保障责任、培育壮大评估机构市场、开展需求评估和过程评估。

Abstract: Abstract: [Purpose/Significance] By analyzing the current status and strategies of third-party evaluations of government-purchased library services, this study aims to promote the high-quality development of third-party evaluations and ensure the successful achievement of the government's procurement objectives.[Methods/Process] First, a series of policy documents issued by party committees and governments at all levels to promote the development of third-party evaluations were reviewed, along with the practical history of third-party evaluations. Subsequently, various evaluation models of third-party evaluations were analyzed, and the practical characteristics of third-party evaluations were summarized, including the main evaluation targets being county-level libraries and public reading spaces, evaluation institutions mostly being social organizations and experts, and the evaluation process primarily focusing on outcome evaluations.[Results/Conclusions] Third-party evaluations are still in the exploratory stage of development. To achieve high-quality development, the government and society need to further strengthen the responsibility of securing evaluation funding, cultivate and expand the market for evaluation institutions, and conduct needs assessments and process evaluations.
