开放科学环境下PLOS开放数据服务及启示

摘要: [研究目的]以PLOS系列期刊为例，研究开放科学环境下的开放数据服务，为国内学术期刊优化科学数据服务提供借鉴。[研究方法]采用网络调查法、文献调研法、文本分析法，梳理PLOS期刊的数据服务：强制要求发布数据可用性声明、数据公开与共享、最小数据集、数据存储、数据引用、数据管理计划、第三方数据、定性数据、存储数据与数据仓储等。[研究结果/结论]PLOS期刊的开放数据服务，强制提交数据可用性声明、最小数据集，揭示论文的数据集链接，推荐数据仓储和数据管理计划、数据引用规范等服务，有利于研究结果的复现和数据的再利用。我国应丰富和完善科学数据出版数据伦理的例外政策，推动对科学数据的确权；科技出版平台要创新出版形式与新型利用服务；期刊应建设科学数据审核标准和制度，加强数据监管；研究型图书馆需加强对开放数据服务研究，咨询先行，资源导航揭示，大力培育和发展“数据即服务”模式。

Abstract: [Research purpose]Taking PLOS journals as an example, this paper studies the open data service in the open science environment, and provides a reference for domestic academic journals to optimize scientific data services.[Research method]The data services of PLOS journals were sorted out by using network survey method, literature research method and text analysis method: mandatory publication of data availability statement, data disclosure and sharing, minimum data set, data storage, data citation, data management plan, third-party data, qualitative data, storage data and data warehousing. [Research result/conclusion] The open data service of PLOS journals is conducive to the reproduction of research results and the reuse of data, which is conducive to the reproduction of research results and the reuse of data.
Conclusion: China should enrich and improve the exception policy of data ethics in scientific data publishing. Science and technology publishing platforms should innovate publishing forms and new utilization services; Journals should establish scientific data review standards and systems, and strengthen data supervision; Research libraries need to strengthen the research on open data services, consult first, reveal resource navigation, and vigorously cultivate and develop the "data as a service" model.
