“两新政策”与绿色低碳循环发展研究进展

摘要: 本文系统梳理了"两新政策"与绿色低碳循环发展相关的研究进展，并为其提供全面理论支持。首先，本文说明“两新政策”的指导思想是马克思主义生态观与习近平生态文明思想。其次，在企业绿色设备更新理论方面，新古典与政治经济学视角的对比分析显示，该措施能提升企业环保绩效、促进经济绿色发展，相关政策激励需统筹企业经济绩效与产业结构优化。进一步，消费品以旧换新通过促进绿色消费和消费升级，引导生产端设备升级，形成投资消费良性循环。最后，本文梳理了现有政策效果评估的范式，指出范式综合是未来方向。本文揭示了"两新政策"在绿色经济、能效、产业结构、市场等方面的重要价值，并为政策优化与后续研究提供了理论基础与实践参考。

Abstract: This paper systematically combs the research progress of "two new policies" related to the development of green low-carbon cycle, and provides comprehensive theoretical support for it. First of all, this paper shows that the guiding ideology of the "two new policies" is the ecological thought of Marx and Engels and Xi Jinping's thought on ecological civilization. Secondly, in terms of the theory of enterprise green equipment renewal, the comparative analysis between neoclassical and political economy shows that this measure can improve the environmental protection performance of enterprises and promote green economic development, and the relevant policy incentives need to coordinate the economic performance of enterprises and the optimization of industrial structure. Further, replacing old consumer goods with new ones guides the upgrading of production equipment by promoting green consumption and consumption upgrading, and forms a virtuous circle of investment and consumption. Finally, this paper combs the existing paradigms of policy effect evaluation, and points out that paradigm synthesis is the future direction. This paper reveals the important value of the "two new policies" in green economy, energy efficiency, industrial structure and market, and provides a theoretical basis and practical reference for policy optimization and follow-up research.
