基于政策文本聚类与LDA主题识别的中国公共数据治理文化体系研究

摘要: [目的/意义]公共数据治理文化是国家在公共数据治理方面形成的一种共同的价值观、信念和行为规范，是提升公共数据治理效果的核心驱动力。探寻当前中国公共数据治理文化政策工具使用的情况与内在体系特征，对提升我国公共数据治理效果意义重大。[方法/过程]文章依据政策工具理论和文化层次理论构建了我国公共数据治理文化政策二维分析框架，对全国1936份相关政策文本进行量化分析，同时运用LDA法对我国公共数据治理文化政策主题进行主题建模分析。[结果/结论]构建了公共数据治理文化层次-政策工具-文化主体映射关系，该映射关系可以全面反映我国公共数据治理文化体系的构成、特点和功能，展现我国公共数据治理文化体系的整体图景。

Abstract: [Purpose/Significance] Public data governance culture is a common set of values, beliefs, and behavioral norms formed by the state in public data governance, and is the core driving force for improving the effectiveness of public data governance. Exploring the current situation and internal system characteristics of the use of cultural policy tools for public data governance in China is of great significance for improving the effectiveness of public data governance in our country. The article constructs a two-dimensional analysis framework for cultural policies in public data governance in China based on policy tool theory and cultural hierarchy theory. It quantitatively analyzes 1936 relevant policy texts nationwide and uses LDA method to model and analyze the theme of cultural policies in public data governance in China. [Result/Conclusion] A mapping relationship between the cultural hierarchy of public data governance, policy tools, and cultural subjects has been constructed, which can comprehensively reflect the composition, characteristics, and functions of China's public data governance cultural system, and present the overall picture of China's public data governance cultural system.
