社会主义基本经济制度的演变逻辑与实践进路研究

摘要: 社会主义基本经济制度为实现国民经济健康发展与增进社会公平提供了重要制度保障。中国共产党深刻把握生产力和生产关系之间矛盾运动规律，推动社会主义基本经济制度由“公有制为主体、多种所有制经济共同发展”向“公有制为主体、多种所有制经济共同发展，按劳分配为主体、多种分配方式并存，社会主义市场经济体制等制度体系”转变，将生产、分配和运行机制相统一，实现了社会主义基本经济制度在理论和实践的“双重突破”。为进一步解放和发展社会生产力，扎实推进全体人民共同富裕，在坚持和完善社会主义基本经济制度过程中，应坚持所有制结构“变”与“不变”辩证统一，促进“经济效率”与“社会公平”协调均衡，推动“有效市场”与“有为政府”更好结合。

Abstract: The basic socialist economic system provides an important institutional guarantee for the healthy development of national economy and the enhancement of social equity. The CPC has profoundly grasped the law of contradictory movement between productive forces and production relations, continuously promoted theoretical and practical innovation of the basic economic system, and realized the transformation from "public ownership as the main body and common development of multiple ownership" to "public ownership as the main body and common development of multiple ownership, distribution according to work as the main body and coexistence of multiple distribution methods, and the socialist market economic system". In order to further liberate and develop productive forces, solidly promote the common prosperity for all, and better meet people’s expectation for a better life, when adhering to and improving the basic economic system, we should insist the dialectical unity of "change" and "unchanged", promote the coordination of "economic efficiency" and "social fairness", and achieve a better combination of "effective market" and "active government".
