数字公共阅读服务体系建构：内在逻辑、实践价值与推进路径

摘要: 【摘要】数字技术与传统公共阅读服务体系的融合发展正逐步推进数字公共阅读服务体系的建构。数字公共阅读服务体系的建构具有内在逻辑，具体表现在传统公共阅读服务体系基础上基础设施的数字化改造、实施主体的数字化武装、服务策略的数字化拓展、服务产品的数字化创新，以及服务评估的数字化应用五个方面。与此同时，数字公共阅读服务体系的建构具有重要实践价值，其不仅可以保障数字公共阅读服务体系的公平性、公益性与多元性，而且将激发数字公共阅读服务体系的创新活力，实现数字公共阅读服务体系协同绿色发展。推动数字公共阅读服务体系建构，需做好顶层设计，营造数字公共阅读服务体系建构的良好环境；保障技术供给，提供数字公共阅读服务体系建构的科技支撑；实现要素聚焦，塑造数字公共阅读服务体系的数据要素应用场景；夯实人才基石，创新数字公共阅读服务体系建构的人才培育模式。

Abstract: The integration and development of digital technology with the traditional public reading service system is gradually catalyzing the construction of the digital public reading service system. The construction of this digital system follows an inherent logic, which is specifi cally manifested in fi ve aspects: the digital transformation of infrastructure based on the traditional public reading service system, the digital empowerment of implementing entities, the digital expansion of service strategies, the digital innovation of service products, and the digital application of service evaluations. Meanwhile, the construction of the digital public reading service system holds signifi cant practical value,not only ensuring fairness, public welfare, and diversity of the digital system but also stimulating innovation and vitality within it, thereby, realizing its own green development. To promote the construction of this digital system, it is necessary to take the following steps: establishing a comprehensive top-level design, creating a favorable environment for its construction, ensuring the sure of technology to offer technological support, achieving factor convergence to shape application scenarios for data elements in the digital system, and solidifying the talent foundation by innovating the talent cultivation model for its construction.
