良法善治：“十五五”档案法治建设的价值取向与优化路径

摘要: 良法善治是法治思想的核心原则，是依法治国的固有内涵，也是“十五五”档案法治建设的价值取向。“十五五”期间，档案法治建设既要在增强立法的科学性、法规体系的完备性以及与相关法律规范之间的协同性上下功夫，又要在增强档案法律实施的权威性、针对性和有效性上下功夫，以良法善治护航档案事业高质量发展，为推进档案事业现代化提供坚实的法治保障。

Abstract: Good law and sound governance are the core principles of the rule of law, inherent in the governance of a country according to the law, and also the value orientation for the construction of archive legal systems during the "15th Five-Year Plan". During this period, efforts must be made to enhance the scientific nature of legislation, the completeness of the regulatory system, and its coordination with relevant legal norms. At the same time, it is essential to strengthen the authority, relevance, and effectiveness of the implementation of archive laws. By upholding good law and sound governance, we aim to safeguard the high-quality development of the archival cause and provide a solid legal foundation for advancing the modernization of the archival sector.
