Research on the impact of data innovation application on carbon emission reduction effect —— Transmission mechanism based on element configuration
摘要: 挖掘数据创新应用水平对于改善城市生态环境具有重要的推动作用。本文基于20062021年中国268个城市面板数据,运用双重差分模型,以国家大数据综合试验区试点政策衡量数据创新应用水平,评估对城市碳减排的影响。研究结果表明: 数据创新应用能够显著降低城市碳排放强度。机制分析发现:(1)数据创新应用通过对固定资产合理的投资,优化资本要素,进而提高碳减排效率。(2)数据创新应用通过鼓励产业进行绿色技术创新,优化技术要素,进而提高碳减排效率。(3)数据创新应用通过鼓励劳动者投身绿色产业,优化劳动力要素,进而提高城市碳减排效果。异质性分析发现,数据创新应用的碳减排效果在中部及西部地区、建筑行业发达的城市、大城市以及非交通枢纽城市中更为明显。研究结果有助于优化要素配置水平,充分发挥数据创新应用,提高政策精准度,进而加快城市碳减排效应的进程,促进城市绿色低碳发展。
Abstract: The application level of mining data innovation plays an important role in promoting the improvement of urban ecological environment. Based on the panel data of 268 cities in China in 2006 and 2021, this paper uses the dual difference model to measure the innovative application level of data innovation by the national big data comprehensive pilot zone, and evaluate the impact on urban carbon emission reduction. The research results show that the innovative application of data can significantly reduce the urban carbon emission intensity. Mechanism analysis shows that: (1) data innovation application optimizes capital factors through reasonable investment in fixed assets, and then improves the efficiency of carbon emission reduction.(2) Data innovation and application By encouraging industries to conduct green technology innovation, optimizing technological elements, and then improving the efficiency of carbon emission reduction.(3) Data innovation application, by encouraging workers to participate in green industries, optimizing labor factors, and then improving the effect of urban carbon emission reduction. Heterogeneity analysis found that the carbon emission reduction effect of data innovation application is more obvious in the central and western regions, cities with developed construction industry, big cities and non-transportation hub cities. The research results can help to optimize the level of factor allocation, give full play to the innovative application of data, improve the accuracy of policies, and then accelerate the process of urban carbon emission reduction effect, and promote the green and low-carbon urban development.
