摘要: 面对人口格局的持续变化在人口结构比例、流动趋势与高质量发展的三方面影响。教育资源配置要以人口变化格局为前提,以满足教育资源与受教育者条件匹配、追求教育资源配置预期收益最佳与观照地区教育资源配置差异补偿的公平、效率、稳定为需求导向;遵循学龄人口的结构态势的逻辑起点、学龄人口的流动趋势的逻辑过程、促进人口高质量发展的逻辑旨归;未来,须参照党和国家战略需求与学龄人口结构变化趋势,提前布局教育资源配置、灵活把控学龄人口流动的方向态势与实际难题,动态优化教育资源配置、针对各级各类学校与主体自由发展的不同教育需求,健全教育资源精准配置机制、发挥县域统筹的功能定位,构建教育资源配置管理与协同保障体系。

Abstract: The continuous changes in the population pattern have three impacts on the proportion of population structure, mobility trends, and high-quality development. The allocation of educational resources should be based on the population change pattern, with a demand orientation of meeting the matching conditions between educational resources and learners, pursuing the best expected benefits of educational resource allocation, and considering the fairness, efficiency, and stability of compensating for regional differences in educational resource allocation; Following the logical starting point of the structural trend of the school-age population, the logical process of the flow trend of the school-age population, and the logical goal of promoting high-quality population development; In the future, it is necessary to refer to the strategic needs of the Party and the country and the trend of changes in the structure of the school-age population, plan the allocation of educational resources in advance, flexibly control the direction, trend, and actual difficulties of the flow of school-age population, dynamically optimize the allocation of educational resources, address the different educational needs of various levels and types of schools and entities for free development, improve the precise allocation mechanism of educational resources, give full play to the functional positioning of county-level coordination, and build a management and collaborative guarantee system for educational resource allocation.
