欧盟教育强欧的政策路径一一以欧洲教育与培训合作框架“欧洲教育区”为例

摘要: 欧洲教育区合作框架是欧盟教育强欧战略的一项顶层策设计，其战略意图在于提升欧盟经济绿色与数字化转型的全球竞争力、推进欧洲公民身份形成以提升社会凝聚力、服务欧盟增强地缘政治力量的新需求。立足于教育在解决经济、社会和政治问题中的基础性作用，欧盟从对成员国的政策支持、实践支持和资源支持等方面提出了全方位的行动举措。在实施机制上，欧盟采用开放式协调方法，与成员国达成共识目标，构建了包括政治指导、技术支持和联系协调的多层治理体系，并通过定期监测评估促进成员国之间政策学习，有力地保障了欧洲教育区合作框架的有效推进。欧盟在欧洲教育区合作框架上的路径对我国教育服务强国建设能力的提开具有一定的借鉴价值。

Abstract: European Education Area is a top-level cooperation framework of the EU’s strategy of strengthening Europe through education. Its strategic intention is to enhance the global competitiveness of the EU’s green and digital transformation of the economy, promote the formation of European citizenship to enhance social cohesion, and serve the new needs of the EU to enhance its geopolitical power. Based on the key role of education in solving economic, social and political problems, the EU has put forward a full range of action measures in terms of policy support, practical support and resource support for member states. In terms of implementation mechanism, the EU adopts an open coordination method, reaches consensus goals with member states, and builds a multi-level governance system including political guidance, technical support and contact coordination. It also promotes policy learning among member states through regular monitoring and evaluation, which effectively guarantees the effective promotion of the European Education Area. The EU’s policy path in European Education Area has certain reference value for improving my country’s ability to build a strong country through education services.
