新西兰行业资历等级标准建设机制与经验镜鉴

Experience and Inspiration from the Construction of New Zealand’s Industry Qualification Level Standards

摘要: 行业资历等级标准是连接教育与行业的桥梁,是激活人力资本的纽带。新西兰较早建立了较为完善的国家资历框架体系,在国家资历框架体系的指引下,开展行业资历等级标准的建设工作。新西兰行业资历等级标准秉承联通教育与行业促进个体终身成长旨意,建立多部门协同职责分工明确的组织体系,聚焦能力满足行业与教育双重需求,形成利益相关者参与、申请注册备案及审查、以证据为导向的评估及迭代发展与质量保障四位一体的建设机制。新西兰行业资历等级标准的建设对我国构建终身学习制度、推进产教融合有以下启示:一是依托国家资历框架,明确行业资历等级标准方向;二是提供多维制度支持,保障行业资历等级标准规范;三是构建质量监控体系,提升行业资历等级标准执行;四是开展证据导向评审,引领行业资历等级标准发展。

Abstract: Industry qualification level standards are a bridge connecting industry, market and education, which is a link to activate human capital. New Zealand has established a relatively comprehensive national qualifications framework system earlier, and under the guidance of the national qualifications framework system, it carries out the construction of industry qualifications standards. New Zealand’s industry qualification standards are oriented to the lifelong growth for the citizens and the sustainable development for the industry, with top-down multi-sectoral coordination, clear division of responsibilities, and have the linkage and inclusiveness principles of in the formulation of specific competency levels, forming a mechanism for the construction of initial proposals, applications for registration, qualification review and iterative development. The construction of New Zealand’s industry qualification level standards has the following inspiration for China:construct a national qualification framework as soon as possible, provide multi-dimensional institutional support, build a quality control system, and carry out evidence-oriented review. The study expects to provide a reference for the construction of China’s industry qualification level standards.
