The Value and Purpose, Development Evolution and Future Directions of Evaluating the Quality of Undergraduate Vocational Education in China under the Context of Typification
摘要: 本科层次职业教育经过多年的实践和发展,在人才培养、技能发展和服务社会等方面承担着重要使命,显示其独特的价值和意蕴。本科层次职业教育质量评价遵循牢守职业教育初心的育人使命、以教育强国导向的治理变革、以“强就业”和“高技能”为表征的实践取向和以数字重塑供需匹配的技术赋能。根据其发展脉络,本科层次职业教育质量评价经历了初期探索阶段“重衔接”、深化发展阶段“突规范”和扩大规模阶段“显特色”的演进发展。作为目前我国在深化现代职业教育体系建设改革过程中最薄弱的一环,本科层次职业教育质量评价需要采取构建优质标准体系,促进职业教育内部协调与职普教育外部融合;建立特色标准体系,激发学校内部活力的高效质量保障制度;优化标准管理机制,完善评价标准体系;强化标准监管体系,健全教育质量评估机制和督导机制。
Abstract: After years of practice and development, undergraduate vocational education has undertaken important missions in talent cultivation, skill development, and serving society, demonstrating its unique value and significance. The quality evaluation of undergraduate vocational education follows the educational mission of firmly adhering to the original intention of vocational education, the governance reform guided by the goal of building a strong education country, the practical orientation characterized by "strong employment" and "high skills", and the technological empowerment of reshaping supply and demand matching through digital means. According to its development trajectory, the quality evaluation of undergraduate vocational education has undergone an evolutionary development from the initial exploration stage of "emphasizing connection", the deepening development stage of "breaking standards", and the expansion stage of "showing characteristics". As the weakest link in the current process of deepening the construction and reform of modern vocational education system in China, the quality evaluation of undergraduate vocational education needs to adopt the construction of a high-quality standard system to promote internal coordination of vocational education and external integration of vocational general education; Establish a distinctive standard system to stimulate the internal vitality of the school and establish an efficient quality assurance system; Optimize the standard management mechanism and improve the evaluation standard system; Strengthen the standard supervision system, improve the education quality evaluation mechanism and supervision mechanism.
