教育强国建设“五个重大关系”的系统逻辑、价值蕴含与实践方法

摘要: 教育强国建设要正确处理支撑国家战略和满足民生需求、知识学习和全面发展、培养人才和满足社会需要、规范有序和激发活力、扎根中国大地和借鉴国际经验等“五个重大关系”。教育强国建设中的“五个重大关系”系统阐释了国家与人民、知识与人才、人才与社会、传统与创新、本土与国际等关键议题的内在逻辑。“五个重大关系”连通“古今中外”,坚持以人民为中心办教育,遵循科学规律培养人才,具有很高的政治站位和战略先导性,是教育强国建设基本要素与结构的系统表述,是注重系统性、整体性、协同性的系统观念的生动表达。处理好教育强国建设“五个重大关系”,处理好教育强国建设“五个重大关系”,能够实现教育系统的全局谋划、前瞻引领、战略驱动和协同推进,促成教育改革与国家战略的深度融合。正确处理教育强国建设“五个重大关系”需要坚持系统方法、唯物辩证法和中庸之道的实践方法,分别从整体性、辩证性和均衡性的角度层层递进地处理和优化“五个重大关系”,推动教育治理的现代化与科学化,为构建中国特色社会主义教育强国提供有力保障。

Abstract: The construction of an education power requires correctly handling the "Five Major Relationships": supporting national strategies and meeting the needs of the people, knowledge acquisition and holistic development, talent cultivation and societal needs, orderly regulation and stimulating vitality, and rooting education in China while drawing on international experience. The "Five Major Relationships" systematically elucidate the internal logic behind critical issues such as the relationship between the state and the people, knowledge and talent, talent and society, tradition and innovation, and domestic and international considerations. These relationships connect past and present, domestic and international contexts, and adhere to a people-centered approach to education while following scientific principles for talent cultivation. This reflects a high level of political positioning and strategic foresight. The "Five Major Relationships" represent a systemic expression of the essential elements and structures in building an education power, embodying a systemic, holistic, and collaborative outlook. Properly managing these relationships ensures comprehensive planning, forward-looking guidance, strategic drive, and coordinated advancement, thereby promoting deep integration between educational reform and national strategy. Effectively addressing the "Five Major Relationships" requires adhering to systemic thinking, dialectical materialism, and the principle of moderation, progressively handling and optimizing these relationships from perspectives of holism, dialectical reasoning, and balance. This approach will advance the modernization and scientific governance of education, providing a strong foundation for building a socialist education power with Chinese characteristics.
