少子化背景下日本高等职业教育发展的危机表征、成因及经验启示

Crisis Characterization, Causes, and Experiential Insights of the Development of Higher Vocational Education in Japan under the Background of Declining Birth Rates

摘要:       日本少子化时代的到来不仅改变了其人口结构,更对高等职业教育发展提出挑战。生源数量下降、教育质量退行以及就业竞争增大都是少子化影响下的危机表征。尽管日本投入了大量精力试图缓解少子化带来的冲击,但都收效甚微,究其原因还在于政策介入时间方式错位、经济社会发展限制以及职业教育体系自身缺陷。为未雨绸缪应对少子化在我国可能带来的社会和教育压力,我国将借鉴其经验采取多维度策略。具体而言,从政府在政策上及早干预、高职院校加强自身建设、相关主体探索开发非传统生源的角度,共同构建一个更加灵活包容和高效的高等职业教育体系。

Abstract:         The arrival of Japan’s declining birth rate era not only changed its population structure, but also posed challenges to the development of higher vocational education. The decline in the number of students, the deterioration of education quality, and the increase in employment competition are all signs of crisis under the impact of low birth rates. Although Japan has invested a lot of effort in trying to alleviate the impact of declining birth rates, the results have been minimal. The reasons for this are due to the mismatch in policy intervention timing, limitations in economic and social development, and inherent deficiencies in the vocational education system. To prepare for the potential social and educational pressures brought about by the declining birth rate in our country, we will learn from its experience and adopt multidimensional strategies. Specifically, from the perspective of early government intervention in policies, strengthening the self construction of vocational colleges, and exploring the development of non-traditional student sources by relevant entities, we aim to jointly build a more flexible, inclusive, and efficient higher vocational education system.
