Mechanism and Path of Enhancing Technical and Skilled Talents Cultivation Through Municipal Industry-Education Consortium--Based on the Actor-Network Theory
摘要: 职业教育为高质量发展提供技术技能人才重要支撑,市域产教联合体建设是赋能技术技能人才培养的具体行动。行动者网络理论中行动者的多元异质性和网络的复杂性,与市域产教联合体物理空间的市域性、建设主体的多元性、职业教育的跨界性、技术技能人才成长的规律性相契合。通过主体解构发现:组织与个体范畴的人类行动者发挥推动与执行功能,物质与意识范畴的非人类行动者发挥环境塑造功能,各行动者的密切协作与深度互动构建了复杂的行动者网络。市域产教联合体赋能技术技能人才培养的运行机制,也是行动转译的过程:在问题呈现阶段,将技术技能人才培养质量提升作为“强制通行点”;在利益赋予阶段,构建利益共享与责任共担的合作机制;在招募阶段,吸引行动者加入市域产教联合体人才培养实践;在动员阶段,为行动者参与市域产教联合体人才培养实践提供保障。市域产教联合体建设应立足经济、教育、文化和治理等行动维度,统筹发挥各行动者功能,增强技术技能人才培养的经济贡献力,提升其内在驱动力,塑造其文化浸润力,凝聚其社会协同力。
Abstract: Vocational education plays a pivotal role in supporting high-quality development by cultivating technical and skilled talents. The construction of municipal industry-education consortium represents a strategic initiative to strengthen the cultivation of such talents. The Actor-Network Theory (ANT), with its emphasis on the heterogeneity of actors and the complexity of networks, aligns well with the municipal context of industry-education consortium, characterized by the diversity of participating entities, the cross-boundary nature of vocational education, and the developmental tragectories of technical and skilled talents. Through an analysis of the consituent elements, it becomes evident that human actors, at both the organizational and individual levels, assume promotional and executional roles. Concurrently, non-human actors, encompassing material and ideological aspects, exert an environment-shaping influence. The close collaboration and deep interaction among various actors construct a complex actor network. The operational mechanism of municipal industry-education consortium in enhancing the cultivation of technical and skilled talents mirrors a process of action translation. In the problematisation phase, the improvement of technical and skilled talent cultivation quality emerges as an obligatory-passage-point. During the interestement phase, a collaborative framework of shared benefits and responsibilities is constructed. The enrolment stage entails attracting actors to participate in the talent cultivation practices within the municipal industry-education consortium. Lastly, the mobilization phase guarantees the provision of necessary supports for actors to participate in these practices. The construction of municipal industry-education consortium should be based on action dimensions such as economy, education, culture and governance, coordinate the functions of various actors, enhance the economic contribution of technical and skilled talent cultivation, boost its internal driving force, shape its cultural influence, and consolidate its social synergy.
