高等职业教育对区域经济增长的贡献率及作用机制研究——基于2008—2017年31个省域面板数据的实证分析

摘要: 高等职业教育致力于培养生产领域所需的高素质技术技能人才，以推动生产力发展，进而促进区域经济增长。基于2008—2017年31个省域面板数据，结合人力资本积累与溢出模型，使用双向固定效应回归测算高等职业教育经济贡献率，并引入技术创新这一中介机制检验高等职业教育对区域经济增长的作用。研究发现，我国高等职业教育对区域经济增长具有正向贡献作用，且贡献率为0.9%，但其对区域经济增长的贡献作用具有一定的滞后性。此外，高等职业教育可通过技术创新投入力度和自身整体技术创新产出表现来促进区域经济增长。为更好地发挥高等职业教育促进区域经济增长的效能，要进一步提升职业教育的社会认同，提供有力支撑；加强与产业的对接，根据区域经济发展动态和需求灵活调整专业设置，缓解滞后性；加大技术创新的力度，强化高等职业教育对区域经济增长的促进作用。

Abstract: Higher vocational education aims to cultivate high-quality technical and skilled talents needed in the production sector, thereby fostering productivity growth and, consequently, driving regional economic development. Utilizing panel data from 31 provinces spanning from 2008 to 2017, and integrating the human capital accumulation and spillover model, this study employs a two-way fixed-effects regression to quantify the economic contribution rate of higher vocational education. Furthermore, the mediating role of technological innovation is introduced to examine how higher vocational education influences regional economic growth. The findings reveal that higher vocational education has a positive contribution to regional economic growth, with a contribution rate of 0.9%, albeit with a certain lag in its promotional effect. In addition, it is demonstrated that higher vocational education can stimultate regional economic growth through investment in technological innovation and overall technological innovation output performance. To better leverage the potential of higher vocational education in promoting regional economic growth, it is necessary to enhance societal recognition of vocational education and provide strong support. Moreover, it is crucial to strengthen the connection with industry and adapt majors dynamically in response to the evolving dynamics of regional economic development and demand, thereby mitigating the lagged effect on economic growth through higher vocational education. Lastly, efforts in technological innovation should be intensified to reinforce the role of higher vocational education in driving regional economic growth.
