多中心治理体系下农业生态产品价值实现机制研究 ——基于哈密市哈密瓜产业案例分析

摘要: 在梳理农业生态产品概念与内涵的基础上，建构由协同主体、协同共治逻辑的农业生态产品价值实现多中心治理体系框架。其设计原则包括建构“有为政府、有效市场和有序社会”的多中心治理格局，从政策、权责、结构、技术、平台角度出发建构协同治理机制以实现农业生态产品的价值增值。以哈密市农业生态产品为研究对象，重点关注哈密瓜产业，分析农业生态产品价值实现存在制度理念机制错位、利益分配机制不均组织架构机制混乱、资源整合机制失败、融合过程机制低效困境。基于此，提出完善保护补偿措施、完善利益联结机制、创新联营经营模式、整合资源打造平台、构建多业态融合模式以此推动农业生态产品价值实现多中心治理体系高效运行。

Abstract: Based on the clarification of the concept and connotation of agricultural ecological products, a multi-center governance framework for the realization of the value of agricultural ecological products is constructed, which is based on the collaborative entities and the logic of collaborative governance. The design principles include constructing a multi-center governance pattern of "an active government, an effective market and an orderly society", and constructing a collaborative governance mechanism from the perspectives of policy, rights and responsibilities, structure, technology and platform to achieve the value increment of agricultural ecological products. Taking agricultural ecological products in Hami City as the research object, the focus is on the Hami melon industry. The analysis reveals the institutional, conceptual, mechanism, distribution, organizational structure and integration process mechanisms that are misaligned, unbalanced, chaotic and ineffective in the realization of the value of agricultural ecological products. Based on this, it is proposed to improve the protection and compensation measures, improve the interest connection mechanism, innovate the joint venture operation mode, integrate resources to build platforms, and construct a multi-activity integration model to promote the efficient operation of the multi-center governance system for the realization of the value of agricultural ecological products.
