职业教育人才竞争力的内涵要素、制约因素与强化策略

The Connotative Elements, Constraining Factors and Strengthening Strategies of the Talent Competitiveness in Vocational Education

摘要: 职业教育人才竞争力是个体通过职业教育的培养,所具备的技术技能、实践操作、融合创新、适应迁移、职业素养等综合素质在劳动力市场中赢得竞争优势的能力总和。提高职业教育人才竞争力是促进教育高质量发展、推动教育强国建设、增强国家综合实力的必然之路。但在此过程中表现出政策供给碎片化与政策执行偏差的制度性障碍、学术漂移与技能漂移两极分化的类型特征困境、数字资源分配不均与数字资源配置不足的资源分配失衡、社会观念与个人动机双重约束的文化认知桎梏成为其人才竞争力的制约因素。鉴于此,需要完善顶层设计,给予人才发展制度保障;锚定人才技术内核,重构职教类型基因;推进数字资源普惠,弥合人才发展数字鸿沟;冲破职教刻板印象,重塑人才成长环境生态。

Abstract: Abstract: The talent competitiveness of vocational education refers to the overall ability that individuals acquire through vocational education cultivation, encompassing comprehensive qualities such as technical skills, practical operation, integration and innovation, adaptability and transferability, and professional qualities, enabling them to gain a competitive edge in the labor market. Enhancing the talent competitiveness of vocational education is an inevitable way to promote high-quality education development, advance the construction of an educationally powerful country, and enhance the comprehensive national strength. Nevertheless, during this process, institutional obstacles such as fragmented policy supply and policy implementation deviations, type characteristic predicaments featuring polarization between academic drift and skill drift, imbalance in resource allocation due to uneven and insufficient distribution of digital resources, and cultural cognitive constraints imposed by both social concepts and personal motivations have emerged as restricting factors for the talent competitiveness. In light of this, it is necessary to refine the top-level design and provide institutional guarantees for talent development; anchor the technical core of talents and reconfigure the type genes of vocational education; advance the inclusive access to digital resources and bridge the digital divide in talent development; break the stereotype of vocational education and reshape the ecological environment for talent growth.
