Quantitative Evaluation and Optimization Research on China’s Lifelong Vocational Skills Training Policies under the Goal of High-Quality Full Employment
摘要: 终身职业技能培训制度是提升我国劳动者素质,实现我国高质量充分就业目标的重要政策基础。为进一步优化我国终身职业技能培训制度,选取我国国家层面的终身职业技能培训政策文本作为研究对象,在构建政策评价指标体系的基础上建立PMC指数评价模型,通过量化评价分析得出研究结论。研究表明:我国终身职业技能培训政策整体处于较高质量水平,但激励机制有待完善;覆盖群体还需扩大;可持续性有待加强。基于此,本研究提出了政策优化建议:完善制度设计,构建多元协同的政策激励机制;拓宽服务边界,打造普适包容的政策覆盖体系;强化长效机制,筑牢政策运行的可持续根基。
Abstract: The lifelong vocational skills training system serves as a crucial policy foundation for enhancing the quality of the labor force in China and achieving the goal of high-quality full employment. To further optimize this system, this study selects national-level lifelong vocational skills training policy texts as the research object. Based on the construction of a policy evaluation index system, a PMC index evaluation model is established, and research conclusions are drawn through quantitative evaluation and analysis. The findings indicate that the overall quality of China’s lifelong vocational skills training policies is relatively high, but there is room for improvement in incentive mechanisms, the scope of coverage needs to be expanded, and sustainability needs to be strengthened. Based on these findings, this study proposes policy optimization recommendations: improving institutional design to build a diversified and coordinated policy incentive mechanism; broadening service boundaries to create a universal and inclusive policy coverage system; and strengthening long-term mechanisms to solidify the sustainable foundation of policy implementation.
