Research on the Service of Higher Vocational Education for High-Quality Regional Development under the “Triple Helix” Theory
摘要: 高职教育是国民教育体系与人才培养的重要组成部分,对于服务区域高质量发展具有重要作用。在系统梳理我国高职教育萌芽探索、初步发展以及高质量发展新阶段三大发展历程后,以高职院校各专业大类学生数分布情况与院校数目变化情况为抓手,整体把握我国高职教育发展现状。基于“三螺旋”理论,通过解构政府、企业、高职院校三元主体的协同机制发现:高职院校以人才培养与技术服务履行教育创新职能,政府通过政策指引与资源统筹发挥制度创新作用,企业则以需求牵引与技术赋能推动创新实践。针对当前高职教育服务区域高质量发展过程中存在的培养体系、培养方向与培养质量方面的结构性矛盾,从三大螺旋线出发,剖析现状、凝练问题并最终提出优化建议:一是依托三螺旋协同构建贯通式培养体系,统筹推进“中职—高职—职业本科”纵向贯通与“产城教融合”横向整合;二是构建“现实需求响应+未来趋势前瞻”的专业动态调整机制;三是强化产城教融合实效,通过制度创新、技术创新、教育创新推动高职教育更好服务区域高质量发展,为制造强国建设提供充足的高技术技能人才储备。
Abstract: Higher vocational education is a crucial component of the national education system and talent cultivation, playing a significant role in serving the high-quality development of regions. After systematically reviewing the three major developmental stages of Chinese higher vocational education—initial exploration, preliminary development, and the new phase of high-quality development—this study comprehensively assesses the current status of China’s higher vocational education by analyzing the distribution of student numbers across various disciplines and the evolving number of institutions. Based on the “Triple Helix” theory, deconstructing the collaborative mechanisms among government, enterprises, and higher vocational institutions reveals that: higher vocational institutions fulfill educational innovation through talent cultivation and technical services; the government drives institutional innovation via policy guidance and resource coordination; while enterprises promote innovative practices through demand-driven initiatives and technological empowerment. Addressing structural contradictions in cultivation systems, direction, and quality during the current process of higher vocational education serving regional high-quality development, this research proposes optimization strategies from three helical perspectives: ①Establishing an integrated cultivation system through triple helix collaboration, vertically connecting “secondary vocational education–higher vocational education–vocational undergraduate education” while horizontally integrating industry-city-education synergy; ②Creating a dynamic discipline adjustment mechanism balancing “current demand response” and “future trend anticipation”; ③Enhancing the effectiveness of industry-city-education integration to drive institutional, technological, and educational innovation, thereby enabling higher vocational education to better serve regional high-quality development and provide substantial reserves of high-skilled talents for building a manufacturing powerhouse.
