“总-详”传导阶段用途管制规则及路径研究一—以湖南省为例

摘要: 随着各级国土空间总体规划的陆续批复，构建总体规划向详细规划的有效传导路径已成为一项重要而紧迫的任务。文章对以往各类规划、当前国土空间规划中的传导方式及问题进行反思，借鉴国内外规划传导实践经验，以湖南省为例，提出“总-详”传导阶段用途管制的“三步走”实施路径。一是梳理总体规划向详细规划的传导内容和要素分类；二是完善规划分区作为“总-详”传导的中间载体；三是构建与用途管制事权相匹配的纵向图-图、数-数传导路径。

Abstract: With the successive approval of territorial spatial master plans at various levels, constructing effective transmission pathways from master plans to detailed plans has become an important and urgent task. This paper reflects on the transmission methods and problems in previous types of plans and current territorial spatial plans. Drawing on domestic and international practices, it proposes a "three-step" implementation pathway for land use regulation during the transmission stages of " master -to-detailed" planning, using Hunan Province as an example. First, the transmission content and element classification from master plans to detailed plans should be sorted out. Second, planning zones are improved to serve as intermediate carriers for " master -to-detailed" planning transmission. Third, vertical transmission pathways, including map-to-map and data-to-data, are established to align with land use regulation responsibilities.
