摘要: 随着新一轮产业革命加速发展,先进制造业成为各国竞争的焦点。各国不断出台先进制造业发展战略与计划,推动产教融合协同创新。美国自2011年起,围绕“先进制造业”发展,制定了一系列的产业政策/战略,并于2012年、2018年和2022年,分别制定和更新了三份先进制造国家战略,均将发展先进制造技术作为振兴美国制造业的重要举措。AMP计划的核心内容主要包括,建立创新平台与合作:AMP通过建立制造业创新研究所,汇集政府、企业、大学、研发机构等资源,共同推动技术创新和产业升级;技能培训:通过与高等院校、职业学院合作,培养具备先进制造技能的高技能工人,解决人才短缺问题;研发资金支持:美国政府通过各种资助项目,为企业和学术机构提供资金支持,推动先进制造技术的研究与应用。不过,在实施过程中仍面临一系列问题,如中小企业的参与度不足、技术创新依然面临较大的转化难度、政府支持的不稳定性及跨行业协作的协调困难等,体现出产教融合助力产业创新的特殊性与复杂性。
Abstract: With the acceleration of a new industrial revolution, advanced manufacturing has become the focal point of competition among countries. Various countries continue to introduce strategies and plans for the development of advanced manufacturing, promoting industry-education integration and collaborative innovation. Since 2011, the United States has formulated a series of industrial policies and strategies around "advanced manufacturing," and in 2012, 2018, and 2022, it developed and updated three national strategies for advanced manufacturing, all of which regard the development of advanced manufacturing technologies as a key initiative to revitalize American manufacturing. The core content of the AMP (Advanced Manufacturing Partnership) plan mainly includes: establishing innovation platforms and collaboration: AMP creates manufacturing innovation institutes, gathering resources from the government, enterprises, universities, and research institutions to promote technological innovation and industrial upgrading; skills training: collaborating with higher education institutions and vocational colleges to cultivate high-skilled workers with advanced manufacturing skills, addressing the talent shortage; research and development funding support: the U.S. government provides funding through various grant programs to support enterprises and academic institutions in advancing research and application of advanced manufacturing technologies. However, during the implementation process, several challenges remain, such as insufficient participation of small and medium-sized enterprises, difficulties in transforming technological innovations, the instability of government support, and challenges in cross-industry coordination, reflecting the uniqueness and complexity of industry-education integration in driving industrial innovation.
