Mechanism Reconstruction and Institutional Innovation of Industry Associations’ Participation in Vocational Education under the Perspective of Industry-Education
摘要: 行业组织的价值形态与参与职业教育的表现形式不同,在职业教育产教融合发展中发挥着对接产业发展、整合产教资源与推动多主体价值共创的角色功能。行业组织参与职业教育是工具理性与价值理性的统一,其逻辑起点是校企利益耦合下等社会责任转嫁,借助行业组织的价值共创与资源供给组织功能的发挥,达成产教融合发展规模化效应的价值目标。首先要鼓励行业组织参与职业教育标准建设,保障技能人才培养发展质量,同时发挥行业组织功能以建立产教融合多要素对接机制,最后构建协同治理体系以形成职业教育产教融合发展的生态系统。行业组织也面临参与深度不足的现实困境、过渡参与的潜在风险和平衡校企合作需求的挑战,需要持续的政策引导与制度规范。
Abstract: While industry organizations differ in their value orientations and forms of engagement in vocational education, they play crucial roles in the integrated development of industry-education collaboration by bridging industrial development, integrating industry-education resources, and facilitating multi-stakeholder value co-creation. The involvement of industry organizations in vocational education represents a unification of instrumental and value rationality, with its logical starting point rooted in the transfer of social responsibilities through school-enterprise interest coupling. By leveraging the value co-creation capabilities and resource supply functions of industry organizations, it aims to achieve the value objective of scaling effects in industry-education integrated development. Primary measures include: encouraging industry organizations to participate in vocational education standard development to ensure skilled talent cultivation quality; utilizing organizational functions to establish multi-element alignment mechanisms for industry-education integration; and constructing collaborative governance systems to form an ecosystem for integrated development. However, industry organizations face practical challenges including insufficient participation depth, potential risks of over-involvement, and the dilemma of balancing school-enterprise cooperation ms, necessitating ongoing policy guidance and institutional regulation.
